Vineyard Metropolitan District (“District”) is a Title 32 Special District that has been established for the purpose of financing and installing street, park and recreation, water, sanitation, transportation, mosquito control, safety protection, fire protection, and television relay and translation improvements of the District; and all other improvements or services permitted by Article 1, Title 32, C.R.S. (collectively, the “Public Improvements and Services”), except as specifically limited by the Service Plan for the District approved by the City of Colorado Springs, Colorado on September 27, 2011 as it may be amended from time to time (the “Service Plan”).
The Public Improvements and Services are for the use and benefit of the users and taxpayers of the District. The District is located in the City of Colorado Springs, El Paso County, Colorado. The District is a quasi-municipal political subdivision of the State of Colorado authorized to provide specialized services that the City of Colorado Springs does not provide.
The District may incur a maximum debt of $70,000,000. Ad valorem property taxes, property tax increment revenue, fees, rates, tolls, penalties, or charges, or any other legally available revenues may be used to repay such debt.
The District may assess, as adjusted for statutory or legislative changes on or after January 1, 2006, a maximum mill levy of fifty (50) mills to repay such debt. The parcels the District is situated on are currently zoned for commercial use. In the event that any or all of the portion of property in the District is rezoned to provide for residential uses prior to the issuance of debt, then the District may assess, as adjusted for statutory or legislative changes on or after January 1, 2006, a maximum mill levy of thirty (30) mills to repay such debt.
The District must file an Annual Report to the Director of the City of Colorado Spring’s Budget Department, the El Paso County Clerk and Recorder, the Division of Local Government, and the State Auditor.
The District’s boundaries overlap with the boundaries of the City of Colorado Springs, El Paso County, Harrison School District #2, Pikes Peak Library District, Southeastern Colorado Water Conservancy District, El Paso County Conservation District, and the Vineyard Property Urban Renewal Authority.
